Donna M.J. Clark

Donna M.J. Clark is Vice President and General Counsel at the Energy Association of Pennsylvania.  As General Counsel, Ms. Clark oversees the development of regulatory and legislative policy positions impacting both the natural gas and electric utility industries and advocates on behalf of the Association and its members before state agencies including the Pennsylvania Public Utility Commission, the Department of Environmental Protection, the Department of Public Welfare and the Department of Community and Economic Development. 

Prior to joining the Energy Association in May of 2005, Ms. Clark was a partner at the Harrisburg law firm of Rhoads & Sinon LLP and gained experience in the utility/energy field from a variety of projects including the liquidation of the assets of a major anthracite coal mining company which involved the sale of coal, culm and silt to cogeneration facilities and the environmental remediation of mining property as well as the sale of a water utility previously owned by a company which mined zinc ore.   Ms. Clark began her legal career in 1983 as a law clerk to the Honorable Genevieve Blatt, Commonwealth Court of Pennsylvania.   She received her B.A. in History and English from Allegheny College and her J. D. from The Dickinson School of Law.
